In a saucepan, bring the water to a boil. Add tea bags and simmer. Place wings in a dish and add the soy sauce, chives, cilantro, garlic, and lemon juice.
Toss well to coat; marinate, refrigerated, for at least 2 hours and up to 24 hours.
Remove wings from marinade and pat dry. Season with salt and pepper

In a small saucepan melt butter over medium heat. Add in garlic and cayenne. Cook, stirring for about 2 minutes or until the garlic is softened. Add in the ketchup, honey and soy sauce. Bring to a simmer, stirring constantly. Simmer for another 4-5 minutes.
